The reading promotion program implemented by the Malaysian Ministry of Education is the 'Nadi Ilmu Amalan Membam Program or the NILAM Program which was implemented in 1999. The implementation of the NILAM Program was initiated as a result of the decision of the Master Committee Meeting of the Reading Habit Movement at the Ministry of Education Malaysia in 1998. this is implemented starting with Year One for primary school and Form One or Transition for secondary school and the reading records of these students continue until they finish school.
'NILAM' or Nadi Ilmu Amalan Membam is a combination or mix of all reading promotion activities that have been carried out in schools with appropriate recognition. The implementation of this program includes continuous reading assessment throughout the year and marks are collected cumulatively until they finish school.
This program is an effort of the Malaysian Ministry of Education with the goal of building reading habits among students. The Education Technology Division is a secretariat in the Ministry of Education tasked to coordinate this program.
This program has started to be implemented with Year One in primary school and Form One or Transition in secondary school officially in 1999, through the Malaysian Ministry of Education's Special Circular No. 13/1998: Reading Habit Development Program dated 22 May 1998.
3. What is the rationale for implementing the NILAM Program?
A civilization or a nation can only be built through a society that practices a culture of knowledge. The main way to build a culture of knowledge in a society is through the practice of continuous reading habits. The Ministry of Education has implemented various programs to encourage reading in schools. However, the impact of the program has not yet reached the desired level. Thus, the Ministry of Education needs to find a new approach to implement a more effective reading promotion program that can be carried out effectively.

The goal of the NILAM Program is to build the habit of reading among students.

• Encourage schools to continue to generate creative and innovative ideas to instill this reading habit
6. What are the components in NILAM Program?
• Reading and recording reading material
Pupils need to read a book that suits their level of ability and record information about the author, title, number of pages, publisher and a synopsis or mind map of the book read in the record book.
• Verify records and collect data
The teacher's job is to confirm and sign the student's reading record and it is the responsibility of all teachers in the school. The record data must be collected by the class teacher and submitted to the School Resource Center coordinator or the NILAM coordinating teacher to be analyzed and recorded. Student reading data needs to be collected and submitted to the Teacher Activity Center in the school area to be forwarded to the State Education Resource Center and Education Technology Division, Ministry of Education Malaysia.
• Provide Recognition and Rewards
Schools and all levels of the Ministry of Education also need to give recognition and reward to students who have read a lot and try to fill their reading records according to the NILAM reward and recognition system, for example by giving books as gifts, NILAM recognition certificates or stating the number of books that have been read in the record pupil progress and leave certificate.
7. What levels are there in the NILAM program?
The NILAM program has two levels. The first stage is to build skills and cultivate an interest in reading until a habit is built. This level is known as JAUHARI. The second level helps the multiplication of the use of materials in the movement of reading. This level is known as READER'S FRIEND (RP).

NILAM Program is getting better
The improved NILAM program is a continuation of the previous NILAM program. The improved NILAM focuses more on the quality of reading than the quantity of material read in the previous NILAM. The improved NILAM is a combination of reading activities (quantity and quality of material) and also enrichment activities after reading (increasing knowledge and skills after reading) which will look at the quality aspects after reading. The materials that can be read are more diverse and not bound to physical books only.
NILAM Record Book Format
The improved NILAM program was piloted in 104 schools in Selangor in 2016. As a result of the pilot, a new NILAM recording format was prepared. The latest NILAM Record Book format with improvements by the Education Technology Division (BTP), Ministry of Education Malaysia will be used from the 2017 school session as a soft start and will be fully used from 2018.
For this 2017 school session, the old format NILAM Record Book can still be used and the use of the improved format record book will be used after the old book has been used up.
